and california has suffered so greatly. i mean, when i served in the state legislature our budget went from 110 billion to 83 billion. clearly california could not cut anymore without seriously compromising education. and so at a certain point you have to recognize there's two ways to close a deficit. one is to cut, and one is to bring in revenue. and cutting you just can't do forever. and so the balanced approach that california has demonstrated is definitely the approach of the nation....
